I haven't heard about any kind of rules regarding the withdrawal lock, to tell you the truth. 🤷♀️
I'm sorry that you weren't able to hold on a bit until they process the request, and maybe next time when you'd like to play at some other casino, you should check beforehand if they have an option to lock your withdrawal.
